The Glendale Fire Department was designated in 1997 by the State of California to be the Certified Unified Program Agency (CUPA) for the City of Glendale. We have the responsibility to administer and enforce all six Program Elements of the Unified Program, along with the Industrial Waste Program, as well as, the Uniform Fire Code.

Senate Bill 1082, passed in 1993, created the Unified Hazardous Waste and Hazardous Materials Management Regulatory Program (Unified Program) which requires the administrative consolidation of six hazardous waste and hazardous materials programs (Program Elements) under one agency, a Certified Unified Program Agency.

The Certified Unified Program Agency is the single local agency designated by the Secretary of the California Environmental Protection Agency as being responsible for all six Program Elements of the Unified Program within its jurisdiction.

The program elements that are consolidated under the Unified Program are:

The intent of the Unified Program is to eliminate duplicate inspections, permits and regulations and to consolidate existing fees into one invoice. In order to help the public comply with the myriad of regulations , the required forms will be standardized, inspections will be combined when possible, annual fees will be merged into a single fee system and enforcement procedures will be made more consistent.
